Paradip Port is one of the Major Ports of India serving the Eastern and Central parts of the country. Its hinterland extends to the states of Orissa, Jharkhand, Chhatisgarh, West Bengal, Madhya Pradesh and Bihar. The Port mainly deals with bulk cargo apart from other clean cargoes. There is unprecedented growth in the traffic handled at this Port in the last five years and the Port has got ambitious expansion programme to double its capacity to meet the ever increasing demand.

Paradip Port Trust may re-tender iron ore berth

Paradip Port Trust (PPT) is mulling to retender the BOT (Built Operate, Transfer) iron ore berth, in view of poor progress of the project.
Concession agreement
The concession agreement between PPT and Blue Water Iron Ore Terminal Pvt Ltd, a special purpose vehicle floated by the Hong Kong-based Noble Group, in partnership with Gammon Infrastructure Projects and MMTC, was signed in July 2009, but nothing has materialised so far.
Problems in in getting environment and forest clearances has delayed the work, and court cases over relocation of iron ore plots have created further uncertainty.
“We may have to invite fresh EoIs (Expressions of Interest) for the BOT iron ore berth,” a spokesman for PPT told Business Line over phone from Paradip. “The deadline we set for the consortium has expired with no firm indication as yet.”
The 10-million tonne per annum capacity terminal was originally estimated to cost Rs 506.30 crore.
On completion, the berth is to handle Panamax bulk carriers up to 125,000 dwt capacity.
PPT is to provide the supporting facilities like dredging of the channel, water in front of the berth, Railway connectivity and back-up area.
Besides, the port is to incur additional expenditure for relocating the CISF complex, iron ore plots leased to private parties, and upgradation of electrical facilities.
Project cost
Several factors are believed to have led to flagging interest of the concessionaire. The delay has pushed up the project cost to around Rs 700-800 crore.
But more important are factors like the volatility in the global iron ore prices and the uncertainty over domestic availability of ore due to the court order banning iron ore mining .

Paradip Port sets up new record in cargo traffic

Despite a slump in iron ore export to the tune of 4.72 million tonnes, Paradip Port Trust (PPT) achieved record traffic of 56.65 milliom tonnes during 2012—13 against previous year’s 54.25 millon tonnes.
“This exhibited a growth of 4.24 per cent during 2012—13.
The port could achieve this feat due to its diverse activities,” said S S Mishra PPT Chairman.
Other commodities took a significant stride to upset the impact of steep decline in iron ore export. “There was rise in the traffic of thermal coal, petroelum oil lubricant (POL), TEU (20—feet Equivalent Unit)”, Mishra added.
While thermal coal traffic increased from 16.40 MT to 21.39 MT, POL traffic has gone from 15.09 MT to 16.47 MT, container traffic from 0.11 MT to 0.17 MT and other cargos from 5.76 MT to 7.63 MT, PPT authorities said.
“There is a sign of revival in international market. We hope iron ore export through PPT will pick up soon,” Mishra said, adding that port authorities have taken impressive strides in the realm of improvement of performance parameters.
In capacity addition, two Single Point Moorings— SPM II and SPM III of 11 MMTPA capacity has been commissioned by IOCL in the port water to handle very large crude carriers.
Claiming that Paradip Port at present has the highest capacity amongst all major ports, the Chairman said the port’s capacity increased from 80 MMTPA to 102 MMTPA in 2012—13.
Keeping an eye on the future requirements, Mishra said the port has taken up many projects to increase the capacity from existing 102 million metric tonnes per annum to 252.50 million tonnes per annum by the year ending 2020.
The berthface dredging of Central Quay 1, Coal Berth 1 & 2 and Oil Jetty to 14 mts draft was completed to accommodate fully loaded Panamax Vessels of 80,000— 90,000 DWT size, he said, adding that the port has initiated proposals to dredge another five berths to 14 meters draft to handle Panamax vessels.
He said the capital dredging works being undertaken by the Port to increase draught of entrance channel, approach channel and berthface to facilitate handling of 1,25,000 DWT size vessels are on the verge of completion.

Imported cargos pile up at Paradip port on rake shortage

The Paradip port is holding about two million tonnes of imported cargo, mostly coal. The evacuation has become a problem due to non availability of enough rakes. The requirement is 11 to 12 rakes a day, but the availability is no more than seven to eight.
Normally, the rakes arriving at the port with export goods are used for loading import cargo. Earlier, seven to eight iron ore rakes would arrive at the port daily. The number has now dropped to four, partly due to the slump in overseas demand for ore and largely due to the Orissa Government's restriction on loading of iron ore rakes following complaints of illegal mining. Though the Railways often places empty rakes to facilitate evacuation, it does represent a cost.

Paradip Port (20°15′55.44″N 86°40′34.62″E) is an artificial, deep-water port on the East coast of India in Jagatsinghpur district of Odisha. It is situated at confluence of the Mahanadi river and the Bay of Bengal. It is situated 210 nautical miles south of Kolkata and 260 nautical miles north of Visakhapatnam.
The port is administered by the Paradip Port Trust (PPT), an autonomous corporation wholly owned by the Government of India.[1]
