South African port operator considers new export facility in anticipation of increasing coal demand
Transnet Port Terminals, South Africa’s state-owned port operator, is examining ways in which to build a new coal export facility at Richards Bay to help meet the expected rise in demand for the mineral.
The new terminal, at an estimated cost of R15 billion, would be located just a few kilometres from the existing Richard’s Bay Coal Terminal.
The global demand for coal and heavy metals is increasing dramatically and is forecast to continue growing over the coming years as demand increases from India and China. Transnet anticipate the demand for coal in Richards Bay to rise from 23 million tonnes per annum to 50 million tonnes in the coming years.
In a statement, Transnet said that the construction of the new terminal would run side by side the current redevelopment of Richards Bay Port scheduled for completion in 2020.
The expansion programme and the new terminal will both receive funding from Transnet’s Market Demand Strategy, which has been allocated as much as R300 billion to enhance the development of capacity over the next seven years.
Despite the expansion of Richards Bay's coal export facilities being in the early stages, Sudesh Maharaj, Transnet’s director of the project, said that he was confident that the new terminal would be more “capacity-led rather than demand-led”.
“It would be ready for the use of those who are new in the coal market and they are expected to come from all over South Africa,” said Maharaj.
The first phase of the new terminal will provide capacity for around 14 million tonnes of export coal each year, which will rise to as much as 32 million tonnes by 2040.
Daewoo plans ship repair yard in SA

South Korean shipbuilder Daewoo Shipbuilding & Marine Engineering (DSME) is interested in establishing a shipyard next to Richards Bay Coal Terminal to service cargo ships that operate in southern African waters.
DSME and the government see potential for a shipyard serving the large volumes of traffic passing through SA’s waters. “The South Koreans want to set up a ship repair yard and are really pushing for these things. They are keen,” Department of Transport director-general George Mahlalela said.
The shipyard may cost R40bn ($6 billion) to build and would form the platform for the company to extend other services in Africa in future. Mahlalela said DSME had identified land owned by Transnet next to the terminal for the development.
Daewoo has carried out studies on investing in a shipyard that would start operations offering repair services to vessels operating in the waters along the west and east coast of the continent before possibly diversifying its services, according to Mahlalela. As much as 30% of the world’s crude oil transits SA’s waters, according to the South African Maritime Safety Authority.
Mahlalela said discussions with DSME have included issues such as ship registration and access to land. “They want access to land, next to a port, and they want us to facilitate things such as registering some of their ships in SA,” he said. “They also need agreements with some of our big exporters, such as the mining companies.”

The Richards Bay Coal Terminal (RBCT), which is located in the Richards Bay harbour on the Indian Ocean coast of South Africa, is the largest coal export facility in Africa.[a]
Location
Positioned at one of the world’s deep sea ports, RBCT is able to handle large ships and subsequent large volumes. As such, it has gained a reputation for operating efficiently and reliably. The 260 hectare site currently boasts a quay 1,6 kilometres long with five berths and four ship loaders. Currently, the terminal has a storage capacity of 6.7 million tons of coal and is serviced by six stacker reclaimers, two stackers and a reclaimer.
Capacity
In September 2006, RBCT set a new world record by loading and exporting 409,809 tons of coal in a 24 hour period at an annualised rate of 149.17 million tons per annum (Mt/a). Potential throughput is to reach 91 million tons a year by the first half of 2009.[2]
In 2007 annual throughput was 66.12 million tons[vague], despite a capacity of 76 million tons. It was largely due to rail deliveries failing to reach expectations.[3]
